Yes! Solar panels don’t need strong sunlight to work so even on a cloudy day there will be enough sunlight to produce heat/electricity.

There are not currently any national government grants available although it is worth checking for schemes in your local area.
If you have solar photovoltaic panels you may be able to benefit from the feed-in tariffs and if you have solar thermal panels you could make money through the Renewable Heat Incentive.
